JEFF HOOVER, Chief Executive Officer
Jeff Hoover is a seasoned energy executive and advisor with over 30 years of experience leading the development, acquisition, and financing of more than 4 GW of power assets, closing over $4.5 billion in transactions.
For the past 14 years, Jeff has focused on renewable energy, structuring and executing deals across wind, solar, biomass, and geothermal projects. He has advised and led the development, financing, and sale of major energy assets, including a 200 MW wind project in Texas and a 475 MW solar and battery storage portfolio in Pennsylvania. He also recently facilitated the sale of a 300 MW wind project to Electricité de France and led multiple transactions totaling over 524 MW in wind development.
Previously, Jeff served as CFO of a York Capital subsidiary, where he led the development of a small wind portolio and secured off-take agreements with major buyers like Hormel Foods. Before that, he advised Rockland Capital, managing solar acquisitions and divestitures exceeding $85 million in value. At DE Shaw, he built and managed a 1 GW energy portfolio, overseeing acquisitions, project development, and contract negotiations. Earlier in his career, he led the divestiture of a 3 GW power plant portfolio for El Paso Merchant Energy and helped develop a 185 MW geothermal project in California. Jeff started his career at Enron, helping build and later divest a 5 GW gas-fired portfolio.
Jeff holds a BBA in Accounting from Texas A&M University and became a Certified Public Accountant in 1996.

JASON EDWARDS, Chief Development Officer
Jason is a results-driven leader with deep expertise in engineering, construction, and the management of electrical power assets. His career began with 20 years in the U.S. Navy, where he gained extensive experience in operating and maintaining nuclear power plant electrical systems. Transitioning to the private sector, Jason spent the past decade specializing in electrical infrastructure project management, helping clients understand, develop, and optimize their power assets.
Currently, Jason focuses on renewable energy generation and storage projects. He has led the development of multiple utility-scale facilities across the U.S., guiding projects from inception to sale or construction. His expertise spans feasibility assessments, permitting, utility interconnection, electrical studies, and collaboration with community leaders and government agencies to drive successful project execution.
With over 25 years of experience in electrical power design, construction, and operations, Jason is a trusted advisor in the industry. He holds an MBA, a Graduate Certificate in Project Management, a BS in Mathematics and Physics, and a Project Management Professional (PMP) certification.

FRANK MURRAY, PRESIDENT
Frank Murray brings over three decades of operational excellence and strategic leadership to DM3 Power Systems, where he spearheads utility-scale renewable energy initiatives. His distinguished 28-year career with the US Navy instilled a foundation of precision, process optimization, and mission-critical systems management that now drives success in the renewable energy sector.
Frank oversees comprehensive project lifecycle management for utility-scale wind and solar developments. He leads cross-functional teams through strategic project development, land acquisition and leasing negotiations, utility interconnection coordination, and regulatory compliance.
Frank's leadership philosophy centers on collaborative stakeholder engagement and data-driven decision making. He excels at translating technical complexities into actionable business strategies, ensuring projects advance from conceptual planning through successful commissioning. His commitment to sustainable energy development, combined with his operational excellence, positions DM3 as a trusted partner in America's clean energy transition.
PETE BOEVER, PROJECT MANAGER
Pete is a dedicated and value-driven professional with more than 25 years of project management expertise, consistently delivering on actions and plans. His career began with two decades in the US Navy, where he gained extensive experience in the administration of nuclear power plant systems and large shipyard overhaul projects. After his military service, Pete successfully managed a wide range of industrial, commercial, and residential projects—both privately and publicly funded.
Known for his strategic approach and commitment to team building, Pete is adept at guiding projects toward their goals while applying proven process improvement methodologies such as Six Sigma and Lean. His strong communication and client service skills reinforce DM3’s process-driven management philosophy.

MICHAEL MATNEY, PROJECT MANAGER
Michael brings over 15 years of proven business operations management experience to his role as Project Manager at DM3 Power Systems, where he oversees the comprehensive development phase of utility-scale wind and solar projects.
In his current role, Michael manages all aspects of project development including permitting, site evaluation, community outreach, utility coordination, and stakeholder engagement. His work ensures projects move efficiently from initial concept through development readiness, coordinating complex timelines and multiple stakeholders throughout the process.
